SEGURANÇA ALIMENTAR EM TERRITÓRIOS URBANOS: HORTAS AGROECOLÓGICAS COMO ESTRATÉGIA DE DESENVOLVIMENTO SOCIOECONÔMICO E SUSTENTABILIDADE
A segurança alimentar constitui um dos principais desafios globais para o desenvolvimento sustentável e está diretamente relacionada ao Objetivo de Desenvolvimento Sustentável 2 (ODS 2 – Fome Zero). Embora a Organização das Nações Unidas (ONU) tenha consolidado essa estratégia a partir da Conferência Mundial da Alimentação de 1974, a necessidade de garantir alimentos suficientes, seguros e nutritivos acompanha a humanidade desde as primeiras civilizações. Este artigo apresenta uma análise conceitual e contextual fundamentada no projeto de pesquisa PE 22105, do Instituto Tecnológico Metropolitano (ITM), desenvolvido no âmbito da chamada G8+1 (2020). O estudo possui abordagem qualitativa e caráter analítico-descritivo, apoiando-se na revisão de literatura especializada e em relatórios produzidos por organismos internacionais, especialmente FAO, ONU, CEPAL, PMA, OMS e UNICEF. Inicialmente, analisa-se a situação da segurança alimentar em escala global, identificando os principais fatores responsáveis pelo aumento da fome, da pobreza e da insegurança alimentar. Posteriormente, discute-se o papel das hortas agroecológicas urbanas como estratégia complementar para ampliar o acesso aos alimentos, fortalecer a produção local, promover o desenvolvimento socioeconômico e contribuir para a sustentabilidade ambiental. Como elemento inovador, propõe-se a implementação de hortas agroecológicas voltadas também para cultivos não tradicionais de interesse comercial, capazes de gerar renda, emprego e inclusão social em comunidades urbanas vulneráveis. Conclui-se que essas iniciativas podem fortalecer a soberania alimentar, reduzir desigualdades sociais e contribuir para o cumprimento da Agenda 2030.

Abstract:
Food security is one of the main global challenges for sustainable development and is directly related to Sustainable Development Goal 2 (SDG 2 – Zero Hunger). Although the United Nations (UN) consolidated this strategy from the 1974 World Food Conference, the need to ensure sufficient, safe and nutritious food has accompanied humanity since the first civilizations. This article presents a conceptual and contextual analysis based on the research project PE 22105, from the Metropolitan Technological Institute (ITM), developed within the scope of the G8+1 call (2020). The study has a qualitative approach and an analytical-descriptive character, relying on a review of specialized literature and reports produced by international organizations, especially FAO, UN, ECLAC, WFP, WHO and UNICEF. Initially, the situation of food security on a global scale is analyzed, identifying the main factors responsible for the increase in hunger, poverty and food insecurity. Subsequently, the role of urban agroecological gardens as a complementary strategy to expand access to food, strengthen local production, promote socioeconomic development, and contribute to environmental sustainability is discussed. As an innovative element, the implementation of agroecological gardens aimed at non-traditional crops of commercial interest is proposed, capable of generating income, employment, and social inclusion in vulnerable urban communities. It is concluded that these initiatives can strengthen food sovereignty, reduce social inequalities, and contribute to the fulfillment of the 2030 Agenda.
