REGULACIÓN DEL USO DE DISPOSITIVOS MÓVILES EN EDUCACIÓN: DESAFÍOS Y OPORTUNIDADES PARA EL PROFESORADO SEGÚN LA LEY N.º 21.801

El propósito de este capítulo fue analizar la implementación de la Ley N.º 21.801 y sus implicancias administrativas, pedagógicas y de bienestar docente en el proceso de enseñanza-aprendizaje en establecimientos de educación primaria de la provincia de Concepción. El estudio se desarrolló desde un paradigma interpretativo y un enfoque cualitativo, mediante entrevistas semiestructuradas y observación de aula. Los hallazgos evidencian la coexistencia de distintas experiencias frente a la implementación de la normativa. Entre las principales dificultades se identifican retrocesos en estrategias de evaluación vinculadas al Diseño Universal para el Aprendizaje (DUA), aumento de la carga administrativa por registros manuales y limitaciones en la comunicación ante situaciones que involucran a estudiantes del Programa de Integración Escolar (PIE). Como fortalezas, se reconocen la continuidad de las planificaciones mediadas por proyectores y la existencia de apoyos organizacionales. Se concluye que la ley genera tensiones en el rol docente, particularmente entre su propósito formativo y las restricciones sobre herramientas de trabajo y comunicación.

  • Abstract:

    The purpose of this chapter was to analyze the implementation of Law No. 21,801 and its administrative, pedagogical, and teacher-well-being implications for the teaching-learning process in elementary and secondary schools in the province of Concepción. The study was conducted using an interpretive paradigm and a qualitative approach, through semistructured interviews and classroom observation. The findings reveal the coexistence of different experiences regarding the implementation of the legislation. Among the main difficulties identified are setbacks in assessment strategies linked to Universal Design for Learning (UDL), an increased administrative burden due to manual record-keeping, and communication limitations in situations involving students in the School Integration Program (PIE). Strengths identified include the continuity of lesson planning facilitated by projectors and the availability of organizational support. The study concludes that the law creates tensions in the teaching role, particularly between the educational purpose of teaching and the restrictions on work tools and communication.
