CONTEXTO SOCIAL Y NORMATIVO DE LAS POLÍTICAS PÚBLICAS DEL DEPORTE EN COLOMBIA
En la estructura funcional de las políticas públicas aparecen elementos intervinientes que permiten entender su conformación y reconocer sus alcances, de manera general, elementos variados que son direccionados hacia diferentes sectores de la población en el afán de posibilitar desarrollo social; las políticas públicas deportivas, por ejemplo, direccionan en Colombia el desarrollo de esta actividad a nivel aficionado y a nivel profesional. El objetivo de este escrito, el cual hace parte de la primera fase de una investigación mayor sobre las políticas públicas deportivas en Colombia, fue reconocer con base en la metodología general de un estudio documental, los antecedentes y las circunstancias relacionadas con aspectos sociales, económicos y normativos, que se han debido tener en cuenta para estructurar las políticas deportivas en el país, explorando además la regulación que subyace en la legislación colombiana en relación con esta temática, encontrando circunstancias difíciles y contradictorias que, a nivel social, han tenido que afrontarse para estructurar e implementar estas políticas en el país, en el sector del deporte.

Abstract:
In the functional structure of public policies, intervening elements appear that allow us to understand their formation and recognize their scope, in a general way, varied elements that are direction towards different sectors of the population in the desire to enable social development; Sports public policies, for example, direct the development of this activity at the amateur and professional level in Colombia. The objective of this writing is part of the first phase of a major investigation on publics sports policies in Colombia, was to recognize, based on the general methodology of a documentary study, the background and circumstances related to social, economic and social aspects, and regulations, which have had to be taken into account to structure sports policies in the country, also exploring the regulations that underlies Colombian legislation in relation to this issue, finding difficult and contradictory circumstances that, at a social level, have had to be faced to structure and implement these policies in the country, in the sports sector.
