NODOS CRÍTICOS Y POTENCIALIDADES EN LAS COOPERATIVAS SOCIALES
Las Cooperativas Sociales, surgidas en el marco de las políticas sociales de los gobiernos progresistas en la región -Argentina, Brasil y Uruguay-, operando como ventana de oportunidad para todos los involucrados: la institucionalidad pública-estatal, el movimiento cooperativo y cierto sector poblacional en situación de extrema pobreza, precariedad y vulnerabilidad, que se incorpora por primera vez, a este dispositivo de la Economía Social. En Uruguay las condiciones de posibilidad estuvieron dadas particularmente por el reconfigurado rol del Estado que retoma el legado estatal proteccionista y por la prolifera historia del movimiento cooperativo, así como la receptividad de un sector poblacional en procura de un trabajo formal. Desde un abordaje cualitativo, se relevó material secundario en relación con el debate parlamentario, informes y evaluaciones cuantitativas y cualitativas realizadas por los equipos técnicos. A su vez, se realizaron entrevistas en profundidad a los actores institucionales y a las organizaciones sociales del sector cooperativo; así como también se llevaron adelante historias de vida a integrantes de las Cooperativas Sociales. La experiencia da cuenta de las múltiples tensiones que se producen al afrontar colectivamente el mundo del trabajo, conjugando a la vez, procesos de subjetivación heterónomos y la dependencia del Estado; a la vez que experiencias significativas que forman y transforman los sentidos.

Abstract:
The Social Cooperatives, emerged within the framework of the social policies of the progressive governments in the region -Argentina, Brazil and Uruguay-, operating as a window of opportunity for all those involved: public-state institutions, the cooperative movement and a certain population sector. in a situation of extreme poverty, precariousness and vulnerability, which is incorporated for the first time into this device of the Social Economy. In Uruguay, the conditions of possibility were given particularly by the reconfigured role of the State that resumes the protectionist state legacy and by the proliferating history of the cooperative movement, as well as the receptivity of a population sector in search of a formal job. From a qualitative approach, secondary material was surveyed in relation to the parliamentary debate, reports and quantitative and qualitative evaluations carried out by the technical teams. In turn, in-depth interviews were conducted with institutional actors and social organizations in the cooperative sector; as well as life stories of members of the Social Cooperatives were carried out. The experience accounts for the multiple tensions that are produced when collectively facing the world of work, combining at the same time, processes of heteronomous subjectivation and dependence on the State; at the same time as significant experiences that form and transform the senses.
