MAR DEL PLATA: TRANSFORMACIONES EN SU GEOGRAFIA URBANA A INICIOS DEL SIGLO XXI: PLANIFICACION ESTRATÉGICA, SEGURIDAD Y ESPACIO PUBLICO
El trabajo que se presenta busca aportar una visión crítica acerca del proceso de transformación de la ciudad de Mar del Plata, Argentina, a partir del análisis de tres temas; el proceso de planificación estratégica llevado a cabo por la gestión local de la ciudad desde hace más de una década, la pérdida o erosión del espacio público y finalmente, el rol de la denominada geografía del miedo en la configuración de la denominada ciudad neoliberal. El objetivo general de este escrito es analizar qué características de la denominada ciudad neoliberal son emergentes en el caso de las transformaciones urbanas de Mar del Plata. Como objetivo específico, se busca indagar en la relación entre tres tendencias de la geografía urbana contemporánea, la planificación estratégica, crisis del espacio público y problemática del miedo y la inseguridad en la urbe mencionada. El método de trabajo utilizado incluyó dimensiones cualitativas y cuantitativas: respecto a las primeras, las siguientes técnicas: análisis bibliográfico, de los documentos oficiales y páginas web, la observación participante y no participante. En cuanto a la dimensión cuantitativa, a partir de documentos oficiales, se realizaron tablas sobre que se reflejan en gráficos ad hoc. En un primer apartado, se plantea de qué manera el discurso de la planificación estratégica en el caso analizado, ha tenido una lógica excluyente. En una segunda parte, se profundiza la cuestión de la seguridad/inseguridad urbana. Finalmente, se aborda la crisis del espacio público marplatense, cerrando con conclusiones y preguntas abiertas a futuro

Abstract:
The work presented seeks to provide a critical vision about the transformation process of the city of Mar del Plata, Argentina, based on the analysis of three themes; the strategic planning process carried out by the local management of the city for more than a decade, the loss or erosion of public space and finally, the role of the so-called geography of fear in the configuration of the so-called neoliberal city. The general objective of this writing is to analyze what characteristics of the so-called neoliberal city are emerging in the case of the urban transformations of Mar del Plata. As a specific objective, it seeks to investigate the relationship between three trends in contemporary urban geography, strategic planning, the crisis of public space and the problem of fear and insecurity in the aforementioned city. The work method used included qualitative and quantitative dimensions: regarding the former, the following techniques: bibliographic analysis, official documents and web pages, participant and non-participant observation. Regarding the quantitative dimension, from official documents, tables were made on which they are reflected in ad hoc graphs. In the first section, it is proposed how the discourse of strategic planning, in the case analyzed, has had an exclusive logic. In a second part, the question of urban security / insecurity is deepened. Finally, the crisis of the public space in Mar del Plata is addressed, closing with conclusions and open questions for the future
