LA UNIÓN DE NACIONES SURAMERICANAS: LA CREACIÓN DE OTRA INICIATIVA POLÍTICA DE INTEGRACIÓN REGIONAL
La integración económica suramericana podría mejorar la competitividad externa, apoyando el desarrollo de economías de escala, sustituyendo importaciones extra-regionales, aprovechando la capacidad ociosa de las empresas, generando fuentes de trabajo y desarrollando recursos tecnológicos y humanos. El continente es exportador de materias primas y alimentos, lo que no requiere mejoras tecnológicas, al mismo tiempo que las economías suramericanas son competitivas entre sí en varios productos. Sin embargo, uno de los problemas recurrentes es la falta de infraestructura que impacta en los costos de transporte, perjudicando el intercambio regional, a lo que se suma la inestabilidad económica de algunos países. Además, todos los países no solamente se fijan en la región, sino que también tienen relaciones políticas y económicas con otras regiones. Con la Unión de Naciones Suramericanas (UNASUR), los gobiernos volvían a tener mayor preponderancia en la integración, pero la misma no es estrictamente económica. Más allá de consideraciones económicas, la UNASUR tiene objetivos más políticos que económicos, es decir, el diálogo político y la concertación política son objetivos de los países integrantes.

Abstract:
South American economic integration could improve external competitiveness, supporting the development of economies of scale, substituting extra-regional imports, taking advantage of the idle capacity of companies, generating jobs and developing technological and human resources. The continent is an exporter of raw materials and food, which does not require technological improvements, while the South American economies are competitive with each other in various products. However, one of the recurring problems is the lack of infrastructure that has an impact on transportation costs, harming regional trade, to which is added the economic instability of some countries. In addition, all countries not only look at the region, but also have political and economic relations with other regions. With the Union of South American Nations (UNASUR), the governments once again had a greater preponderance in integration, but it is not strictly economic. Beyond economic considerations, UNASUR has more political than economic objectives, that is, political dialogue and political agreement are objectives of the member countries.
