LA III CUMBRE CELAC-UE (2023): MALVINAS Y UCRANIA, DOS TEMAS CENTRALES DE AGENDA
La III Cumbre CELAC-UE (2023) marcó la reanudación del diálogo birregional tras ocho años, consolidando a la CELAC como principal interlocutor de América Latina y el Caribe con la Unión Europea. La UE, principal inversor en la región, busca fortalecer los vínculos económicos y estratégicos a través de la iniciativa Global Gateway, con una inversión de 45.000 millones de euros para competir con la influencia china, aunque persisten asimetrías comerciales. Antes de la cumbre, foros con la sociedad civil, autoridades locales y jóvenes presentaron recomendaciones para una alianza más inclusiva, basada en derechos humanos, igualdad de género, sostenibilidad ambiental y lucha contra la corrupción, instando a una mayor participación y transparencia en las inversiones. Los temas centrales de la cumbre fueron la Cuestión Malvinas y la guerra en Ucrania. Respecto a Malvinas, la Declaración Final, por primera vez, reconoció la existencia de una disputa entre Argentina y el Reino Unido sobre la soberanía de las Islas, y la UE tomó nota de la posición histórica de la CELAC a favor del diálogo y el derecho internacional. Este reconocimiento fue visto como un avance diplomático significativo para Argentina, mientras generó descontento en el Reino Unido, que reafirmó la autodeterminación de los isleños. En cuanto a Ucrania, el documento final incluyó una referencia a la guerra, aunque con la objeción de Nicaragua al pie de página. La cumbre también abordó el bloqueo a Cuba, solicitando su finalización, y enfatizó el compromiso con los derechos humanos, la democracia, la cooperación internacional y la solución pacífica de controversias, buscando una asociación justa y equitativa entre ambas regiones.

Abstract:
The III CELAC-EU Summit (2023) marked the resumption of the biregional dialogue after eight years, solidifying CELAC as the main interlocutor for Latin America and the Caribbean with the European Union. The EU, the region’s primary investor, seeks to strengthen economic and strategic ties through the Global Gateway initiative, with an investment of 45 billion euros to compete with Chinese influence, though commercial asymmetries persist. Before the summit, forums involving civil society, local authorities, and youth presented recommendations for a more inclusive alliance, based on human rights, gender equality, environmental sustainability, and the fight against corruption, urging greater participation and transparency in investments. The central themes of the summit were the Malvinas Question and the war in Ukraine. Regarding the Malvinas, the Final Declaration, for the first time, acknowledged the existence of a dispute between Argentina and the United Kingdom over the sovereignty of the Islands, and the EU took note of CELAC’s historical position favoring dialogue and international law. This recognition was seen as a significant diplomatic advance for Argentina, while it generated discontent in the United Kingdom, which reaffirmed the islanders’ self-determination. As for Ukraine, the final document included a reference to the war, albeit with an objection from Nicaragua in a footnote. The summit also addressed the blockade of Cuba, calling for its end, and emphasized a commitment to human rights, democracy, international cooperation, and the peaceful resolution of disputes, seeking a just and equitable partnership between both regions.
