ENVOLVIMENTO DOS PAIS NO PROCESSO DE ELEGIBILIDADE PARA A INTERVENÇÃO PRECOCE NA INFÂNCIA EM PORTUGAL: PERSPETIVA DE EQUIPAS LOCAIS DE INTERVENÇÃO
Em Portugal está previsto o envolvimento das famílias durante todo o processo de Intervenção Precoce na Infância (IPI), e o momento de tomada de decisões deve ser colaborativo entre pais e profissionais. Desde a criação do Sistema Nacional de Intervenção Precoce em Portugal, em 2009, tem havido uma maior uniformização no processo de elegibilidade das crianças com maior enfoque em práticas mais centradas na família. Foram realizadas entrevistas aos profissionais de 3 Equipas Locais de Intervenção (ELI) das zonas Norte, Centro e Lisboa e Vale do Tejo de Portugal para conhecer os seus procedimentos após receberem uma referenciação, o plano de preparação da avaliação com a família e o envolvimento da família no processo de elegibilidade. Percebemos que o processo de elegibilidade nas 3 ELI se encontra organizado de forma semelhante, tem etapas bem definidas, apresentando, também, aspetos específicos na forma de trabalhar das ELI e alguns constrangimentos na aplicação prática das práticas centradas na família. O envolvimento das famílias, durante o momento de avaliação de desenvolvimento da criança, está dependente da decisão destas sobre o papel que decidem ter e da flexibilização da sua participação neste momento. Consideramos que deve ser dada mais formação aos profissionais, de modo a aumentar o seu conhecimento sobre os modelos teóricos que estão na base das práticas de IPI, para aumentar a hegemonia do trabalho desenvolvido pelos diferentes profissionais e pelas ELI, e para melhorar o trabalho de equipa.

Abstract:
In Portugal, families are expected to be involved throughout the Early Childhood Intervention (ECI) process and decision-making must be collaborative between parents and professionals. Since the creation of the National Early Childhood Intervention System in Portugal, in 2009, there has been greater uniformity in the children’s eligibility process with a greater focus on family-centered practices. Interviews were carried out with professionals from 3 Local Early Intervention (LEI) teams in the North, Center and Lisbon and Tagus Valley areas of Portugal to know about their procedures after receiving a referral, the assessment preparation plan with the family and the involvement of family without the eligibility process. We noticed that the eligibility process in the 3 LEI teams is organized in a similar way, has well-defined stages and that it also presents specific aspects in the way LEI teams work and some constraints in the application of family-centered practices. The involvement of families, during the child development assessment, depends on their decision on the role they decide to have and the flexibility of their participation at this time. We believe that there should be more training for professionals in order to increase their knowledge about the theoretical models that underlie ECI practices, to increase the hegemony of the work carried out by the different professionals and by the LEI teams and also to improve teamwork.
