EL PLAN DE PAZ DE LA ADMINISTRACIÓN TRUMP: EL ACUERDO DEL SIGLO
Este artículo analiza el Plan de Paz propuesto en enero de 2020 por la administración de Donald Trump, denominado “Paz a la Prosperidad: Una visión para mejorar las vidas de los pueblos palestino e israelí” o “El Acuerdo del Siglo”, junto con los posteriores Acuerdos de Abraham. La investigación sostiene la hipótesis de que el plan representó una política exterior marcadamente confrontativa hacia los palestinos y una preferencia evidente hacia el Estado de Israel y Benjamín Netanyahu. El trabajo examina los puntos centrales del acuerdo: aspectos económicos, seguridad, soberanía, estatus de Jerusalén, división territorial en Cisjordania y la Franja de Gaza, así como la situación de los refugiados y prisioneros. Aunque el plan contemplaba nominalmente una solución de dos Estados, imponía severas restricciones a la soberanía palestina, exigiendo su desmilitarización, dejando el control del espacio aéreo, fronteras y seguridad en manos de Israel, y avalando la anexión de asentamientos. Además, condicional de manera estricta la ayuda económica y la reforma institucional de Palestina. Paralelamente, los Acuerdos de Abraham promovieron la normalización de relaciones diplomáticas entre Israel y varios países árabes (Emiratos Árabes Unidos, Bahréin, Sudán y Marruecos), configurando una alianza regional principalmente orientada a aislar a Irán y marginando la cuestión palestina. El texto concluye que la propuesta de Trump no buscaba una paz equitativa ni una negociación genuina, sino responder a intereses electorales y políticos de Trump y Netanyahu, profundizando la desigualdad entre ambas partes y generando el rechazo mayoritario de los líderes palestinos y gran parte de la comunidad internacional.

Abstract:
This article analyzes the peace plan proposed in January 2020 by the Donald Trump administration—titled “Peace to Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli Peoples,” or the “Deal of the Century”—alongside the subsequent Abraham Accords. The study posits that the plan represented a markedly confrontational foreign policy toward the Palestinians and demonstrated a clear preference for the State of Israel and Benjamin Netanyahu. The paper examines the agreement’s key components: economic aspects, security, sovereignty, the status of Jerusalem, territorial division in the West Bank and the Gaza Strip, and the situation of refugees and prisoners. Although the plan nominally envisaged a two-state solution, it imposed severe restrictions on Palestinian sovereignty by demanding demilitarization, leaving control of airspace, borders, and security in Israel’s hands, and endorsing the annexation of settlements. Furthermore, it strictly conditioned economic aid on institutional reform within Palestine. Concurrently, the Abraham Accords promoted the normalization of diplomatic relations between Israel and several Arab nations (the United Arab Emirates, Bahrain, Sudan, and Morocco), forging a regional alliance primarily aimed at isolating Iran while marginalizing the Palestinian issue. The text concludes that Trump’s proposal sought neither an equitable peace nor genuine negotiation; rather, it aimed to serve the electoral and political interests of Trump and Netanyahu, thereby deepening the inequality between the two sides and eliciting widespread rejection from Palestinian leaders and much of the international community.
